The effort to close the breach in Tikopia is being led by Father Luke Faka. He is one of two Anglican priests on the island. They are both Tikopian.

According to David Martin, "...Father Luke is a lovely man. He has a quiet dignity, but is a great leader. He has no idea as to his age, as his parents were illiterate."

Father Luke permitted David to transcribe a hand-written letter that he had written in order to solicit assistance from any agency that might provide assistance. The language of the letter might appear to be stilted and "official", as Father Luke thought that this was needed for formally requesting assistance. David assures, however, that it comes straight from the heart, and is a very human document.

RAVENGA DISTRICT PROJECT TIKOPIA

Land conservation/Passage to close with netwire (Gabeon coated wire)

Introduction

Ravenga District is located on the east part of the island of Tikopia in Temotu Province. Teava or passageway has been caused by cyclone "Zoe" when the island was devastated in December 2002. The seawater flowed through the lake with high waves destroying the villages of Sukumare, Posataumako, Posafaretapu, Posakafika, Posafangarere, Potifara and Asanga. The high seas and waves break at the surrounding bottom hill and returned with strong force and broke a passage or drain known as Taeva Passage in Namo Village at Ravenga District.

Ravenga District consists of the following villages: Sukumare, Posataumako, Posefaretapu, Posakafika, Posafangarere, Potifara and Nuku, Asanga, Akiturue, Taeva, Nuaroki, Teroro, Utu and Ravenga.

The population of Ravenga District is located in Eastern part of Tikopia in Temotu Province.

Project Background

We want to address this problem to your office in order to have land conversation. We want the Gabeon coated basket netwire to fill with stones and to fill the mouth of the passageway since after cyclone Zoe the Ravenga people carried stones to shut but unfortunately beyond our human power and control. The high tide enlarged and extended the mouth and passageway to push the sand graves and stone to sink into the deep lake at the back. Villages will be affected Akiturue, Taeva, Nuaroki and Teroro.

As a result high tide will gradually wash out the rest through sea erosion. This is not the shore eroded by the sea the passage that link or connect it with lake to close. We can't measure how long, wide and deep in meters the passageway. We believe someone who is specialised in that area within your office will inspect our bad situation which we concern for our human existence. As it is serious we submit to your good government for your consideration and not to any aid donors.

Project Objective

The aim of the project is to preserve the environment in order to survive the people of Ravenga District. We write to submit to your office for financial assistance and support for funding. This project is an urgent requirement. It is affected by nature which beyond our human control. This infrastructure project should be dealt with immediately after cyclone Zoe but we experience the situation getting worse and worse and becoming too dangerous for our existence and lives.

Project Description

The people of Ravenga District or community all agree to seek for an urgent assistance to avoid the bad situation causes worry and fear. As you aware and know human survival is very important. Our situation is land to limited and thus we appeal to consider this special urgent need.

Our community will prepare to fill in the nets or basket or Gabeon coated wire with black stones without estimation how long to take to complete.

Project Sustainability

Perhaps the external factors may affect the sustainability of the project would be tidal waves however the Gabeon coated wire will be filled in with black stones which with more weight to ensure the project would be secured and sustainable. This is our commitment to support and maintain the project. This will be against tidal wave and high tide to impact on our environmental land source.

Project Implementation

District Priest, Maru and Elders who are automatically members of the project will cooperate the project. Both skilled and unskilled will be implemented the project by filling in and fastening together with tie rods. This indicates that there should be no training required for training and maintenance. All women, youth, men are involved in the implementation of the project. Our committee will be responsible only for materials and not cash because we need only materials for the project.

Project Cost

Free labour will be provided by the people of District/Community as our contribution. The cost will be dealt with in your office and inform us of the total cost together with freight. To carry the materials from the passage or port of call will be the duty and responsibility of the community. This will be the input/cost of the community. We will contribute out of the total project cost calculate as percentage community contribution to our infrastructure project.

Project Benefits

Once the project is done and complete in short term and long term the whole district of Ravenga will be secured and safe as the result of your financial assistance and support. This will be direct benefit of saving human lives from natural disasters rather than waiting for the last minutes.
