Maintenance:

In the private sector operated and maintained medium size (120 units) apartment complex. Performed/supervised reactive and preventative maintenance and repaires of buildings, grounds and hardscape. This included landscape, irrigation, irrigation systems, electrical, plumbing, painting, HVAC, appliances, roads and parking lots. Developed software to maintain tenant data base, accounts payable and receivable, inventory and maintenance schedules. In the Public sector directed the maintenance and modernization of 746 units of Public Housing, Office buildings and remote maintenance shops. Supervised and operated a warehouse responsible for obtaining and supplying all materials and equipment to remote sites and Central Operations. Established priorities for maintenance and construction items. Directed and specified in-house work or prepared bid documents with the assistance of Architects, Engineers and Planners to develop constuction packages. Advertised for bids, received and evaluated proposals and let contracts. Supervised construction, released progress payments, accepted the work and closed contracts. Sat as Safety Chairperson for all company operations, developed safety reports and conducted safety meetings.


Design and Construction:

As a private developer acquired Real Property, designed, constructed and marketed custom homes. As a Public employee, with a budget in excess of 22 Million dollars, located and acquired vacant property, retained Architects and Engineers, obtained local agency and HUD approval of the projects for the large scale construction of single and multi-family residences. Located and acquired housing units needing substantial rehabilitation of the units and site. Examined County-wide tenant demographics, natural factors, zoning, General Plan, transportation services, utilities, security, government constraints, etd for optimum site selection. Performed comprehensive studies of the status of the Real Property including the condition of title, encumbrances, CC&R's, liens, encroachments etc. Prepared Offer to Purchase, negoiated with the Owner and opened Escrow. Solicited, applied and obtained grants and loans from City, County, State and Federal sources for the construction of Public facilities. Prepared Cooperation Agreements, NEPA, CEQA, Bidding and construction documents, Invitation to Bid, Fire, Water, and Utility service letters. Retained Architects and Engineers for the development of working drawings and structural testing. Constructed the Project.


Landscape:

Designed and developed working Landscape Plans including Planting, Irrigation, Staking, Grading, Earth Quantities, Construction Drawings and the appropriate Specifications and Presentation Drawings. Developed Bid Packages, solicited bids, awarded contracts and supervised construction. Projects included Residential, Commercial, Public and Industrial Developments. Recipient of "City Beautiful Award", Corona, California for three years and the "City of Tustin, California Beautiful Award".


Parks:

Redesigned and upgraded existing City Parks and designed and constructed new parks on school surplus or donated land. Converted Public and surplus School buildings to City offices, Senior or recreation Centers. Developments include mini, neighborhood and regional parks. Assessed and collected Park Development Fees and established budgets for future developments.
